This meeting is being conducted utilizing teleconferencing and electronic means consistent with State of California Executive Order N-29-20 dated March 17, 2020, regarding the COVID-19 pandemic. The City Council meeting may be viewed live on Cox Cable Channel 24 (within La Mesa City limits), AT&T U-Verse Channel 99 (in the San Diego Region),the City’s website (www.cityoflamesa.us), Facebook Live (www.facebook.com/lamesaca), or using the following Zoom Webinar options:

Live Public Comments
To provide oral public comments during the meeting, join the Zoom meeting by computer, mobile phone, or dial in number. On Zoom video conference by computer or mobile phone, use the “Raise Hand” feature. This will notify the moderator that you wish to speak during a specific item on the agenda or during non-agenda Public Comment. Members of the public will not be shown on video but will be able to speak when called upon. If joining the meeting using the Zoom dial-in number, you may raise your hand by pressing *9. Comments will be limited to three (3) minutes. No further comments will be entertained after the Mayor closes public comment.
Written Public Comments
Members of the public who wish to make public comments may submit their comments by email to be read aloud at the Council meeting by the City Clerk. Email comments must be submitted to the City Clerk at email@example.com by 4:00 p.m. the day of the Council meeting and be no more than 300 words. Any language beyond the 300 words shall not be read during the Council meeting. The counting of words, for the purposes of public comment submissions, shall follow the same standards as set forth in Elections Code § 9 (see Attachment A).Please note in your email subject line either “public comment” for non-agenda Public Comment or the agenda item number related to the comment. All email comments shall be subject to the same rules as would otherwise govern speaker comments at the Council meeting. Form correspondence of identical content signed by different individuals shall be read aloud only once during the comment period. Immediately prior to the reading of such correspondence, the name of each signatory shall be stated aloud.
NOTE: In accordance with state law, an item not scheduled on the agenda may be brought forward by the general public for comment; however, the City Council will not be able to discuss or take any action on the item at this meeting. If appropriate, the item will be referred to Staff or placed on a future agenda.
BOARD AND COMMISSION APPOINTMENTS
1. RESOLUTION APPOINTING AND/OR REAPPOINTING MEMBERS TO CITY OF LA MESA BOARDS AND COMMISSIONS
6. RESOLUTION AUTHORIZING A STANDARD AGREEMENT FOR SPECIALIZED PROFESSIONAL SERVICES BETWEEN THE CITY OF LA MESA AND BUREAU VERITAS NORTH AMERICA, INC. FOR BUILDING DIVISION STAFF AUGMENTATION SERVICES
7. CONSIDERATION OF ESTABLISHING JUNETEENTH NATIONAL INDEPENDENCE DAY (“JUNETEENTH”) AS A PAID HOLIDAY FOR EMPLOYEES OF THE CITY OF LA MESA
Staff recommends the Council provide direction to staff on: (1) whether Juneteenth should be an established paid holiday in the City of La Mesa; (2) if established as a paid holiday, whether Juneteenth should be designated a floating holiday for employees for Calendar Year 2021; and (3) if established as a paid holiday, whether Juneteenth should be designated as a floating holiday for employees, or a closed City holiday (similar to Thanksgiving and Christmas) beginning in Calendar Year 2022.
8. CONSIDERATION OF AN ORDINANCE AMENDING THE LA MESA MUNICIPAL CODE TO REVISE THE EXCEPTIONS TO PROVIDE STREET IMPROVEMENTS AS PER LA MESA MUNICIPAL CODE SECTIONS 24.05.040C – PREREQUISITES TO DEVELOPMENT, AND 24.06.040B – PREREQUISITES TO DEVELOPMENT, TO EXCEPT BUILDING ADDITION AND ACCESSORY STRUCTURE PROJECTS 1,000 SQUARE FEET IN AREA OR LESS AND ACCESSORY DWELLING UNITS
Staff recommends the Council approve the introduction and first reading of the Ordinance.
10. CONSIDERATION OF DIRECTING STAFF TO RETURN THE SIGNAL TIMING OF THE TRAFFIC SIGNALS THAT WERE REPROGRAMMED TO AUTOMATICALLY DISPLAY THE PEDESTRIAN CROSSING SIGNALS BACK TO THEIR PRE-PANDEMIC STATUS – MAYOR ARAPOSTATHIS AND COUNCILMEMBER BABER
