The La Mesa City Council is comprised of five members, the Mayor and four Council Members, elected at-large, for four-year terms. A person is ineligible to hold office as a member of the City Council if that person has served in the office for three consecutive terms.
Municipal Elections are held on the first Tuesday after the first Monday in November of even-numbered years.

NOTICE IS HEREBY GIVEN that a Special Municipal Election conducted by all-mail ballot will be held in the City of La Mesa, California, on Tuesday, November 2, 2021, for the following Officer:

The nomination period for this office begins on July 12, 2021 and closes on August 6, 2021 at 12:00 p.m.
Candidate packets will be available in the City Clerk's Office, 8130 Allison Avenue, La Mesa, CA 91942. For more information or to schedule an appointment to obtain a Candidate Packet, please contact the City Clerk's Office at 619-667-1120.
If no one or only one person is nominated for an elective office, appointment to the elective office may be made as prescribed by Section 10229, Elections Code of the State of California.
Ballots cast in this Special Election shall be returned to the San Diego County Registrar of Voters Office no later than 8:00 p.m. on Election Day in order to be counted. Ballots that are postmarked on Election Day and received no later than three (3) days following the day of election will also be counted.
Ballots may be dropped off in-person at an official Mail Ballot Drop-Off location in the City of La Mesa beginning Monday, October 25 through Tuesday, November 2, 2021.
In-person voting will be available at the San Diego County Registrar of Voters Office located at 5600 Overland Avenue, San Diego, CA 92123, beginning Monday, October 4, 2021 from 8:00 a.m. to 5:00 p.m. and on Tuesday, November 2, 2021 from 7:00 a.m. to 8:00 p.m.

The City Clerk is the Elections Official, and is responsible for coordinating the Election with the San Diego County Registrar of Voters Office, as well as distributing nomination papers, processing ballot measures and petitions, and maintaining all campaign statements and conflict of interest filings required by the Fair Political Practices Commission (FPPC).
Candidates must be all of the following:
- A U.S. Citizen
- At least eighteen (18) years of age on or before Election day
- A resident and registered voter in the City of La Mesa
There are no City of La Mesa filing fees, however, candidates who choose to have their "Candidate Statement of Qualifications" printed in the sample ballot issued by the County Registrar of Voters must bear the actual cost of printing and distribution. Candidates who opt for this printing are required to pay the fee when the nomination paper and forms are filed with the La Mesa City Clerk.
