7. CONSIDERATION AND APPROVAL OF THE FISCAL YEAR 2018-2019 ANNUAL ACTION PLAN FOR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM, AUTHORIZING THE ESTIMATED ALLOCATION OF 2018-2019 CDBG GRANT FUNDS AND PROGRAM INCOME TO THE ACTIVITIES PROPOSED FOR FISCAL YEAR 2018-2019, AND AUTHORIZING SUBMITTAL TO THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD)

Staff recommends the Council adopt the resolution approving the Fiscal Year 2018-2019 Annual Action Plan for the Community Development Block Grant (CDBG) Program and authorizing the estimated allocation of 2018-2019 CDBG grant funds and program income to the activities proposed for Fiscal Year 2018-2019 and authorizing submittal to the United States Department of Housing and Urban Development (HUD).

8. A. CONSIDERATION OF ADOPTING THE FEE SCHEDULE FOR FISCAL YEAR 2018-2019; AND

Staff recommends the Council adopt the resolution adopting a fee schedule to be charged by various City departments for Fiscal Year 2018-2019.

8. B. CONSIDERATION OF ADOPTING THE SAN DIEGO ASSOCIATION OF GOVERNMENTS ANNUAL ADJUSTMENT TO THE REGIONAL TRANSPORTATION CONGESTION IMPROVEMENT PROGRAM DEVELOPMENT IMPACT FEE FOR FISCAL YEAR 2018-2019

Staff recommends the Council adopt the resolution adopting the San Diego Association of Governments (SANDAG) annual adjustment to the Regional Transportation Congestion Improvement Program (RTCIP) Development Impact Fee to comply with the requirements of SANDAG Commission Ordinance 04-01 and Transnet Extension Ordinance and Expenditure Plan.

9. CONSIDERATION OF RESOLUTION SUPPORTING THE FINDINGS FOR PARK IN-LIEU AND IMPACT FEES AS REQUIRED BY CALIFORNIA GOVERNMENT CODE 66001 AND APPROPRIATING FUNDS TO PARK PROJECTS

Staff recommends the Council adopt the resolution supporting the findings as required by California Government Code 66001 and appropriate Park In-Lieu and Impact Fees toward MacArthur Park and the completion of the Collier Park Master Plan for projects as outlined in the Parks Master Plan.
