6. CONSIDERATION OF AN APPEAL OF THE PLANNING COMMISSION’S DENIAL OF VARIANCE V 17-04 (SAUCEDO) – A REQUEST FOR A VARIANCE TO REDUCE BUILDING SETBACKS FOR AN ACCESSORY STRUCTURE AT 4054 PAYSON ROAD IN THE R1S / R1S-NP2 (SUBURBAN RESIDENTIAL / NEIGHBORHOOD PLAN 2 OVERLAY) ZONE

Staff recommends the Council uphold the Planning Commission's denial of Variance V 17-04, deny the appeal, and adopt the resolution denying the appeal and upholding the Planning Commission's denial of Variance V 17-04 (Saucedo) - a request to reduce building setbacks for an accessory structure at 4054 Payson Road in the R1S / R1S-NP Zone.

7. A. RESOLUTION CERTIFYING THE FINAL SUPPLEMENTAL ENVIRONMENTAL IMPACT REPORT (SEIR), RELATED TO THE CITY OF LA MESA CLIMATE ACTION PLAN; AND

B. RESOLUTION ADOPTING THE CITY OF LA MESA CLIMATE ACTION PLAN

Staff recommends the Council adopt the resolutions (1) certifying the Final Supplemental Environmental Impact Report, including Exhibit “A” – Findings of Fact and the Statement of Overriding Considerations, and Exhibit “B” – Mitigation Monitoring and Reporting Program; and (2) adopting the City of La Mesa Climate Action Plan.
